CURRICULUM VITAE
DR. BARTOSZ WINIECKI
I was born on 14 February 1949 in Mogilno, the then Poznań Province.
In 1962 I graduated from the Primary School no. 2 in Mogilno. In the years 1962-1964 I attended the 1st Jan Kasprowicz Secondary School in Inowrocław and then, in 1964-1966 I moved to the 1st Bolesław Chrobry Boys Secondary School in Gniezno, where I was granted a certificate of secondary education.
In 1966-1972 I studied at the Faculty of Veterinary Medicine of the Warsaw University of Life Sciences where, after completing a master’s course, I was awarded a Veterinary Surgeon degree (am. Doctor of Veterinary Medicine).
Next, in 1973-1976 I completed a course at the Faculty of Animal Husbandry of the Academy of Agriculture and Technology (currently the University of Warmia and Mazury) in Olsztyn and obtained a degree of animal husbandry engineer.
In 1986 I defended a doctoral thesis entitled Studies on the fertility of cows reared under different conditions of nutrition, maintenance and care. The Council of the Faculty of Animal Husbandry of the Academy of Agriculture and Technology awarded me a PhD degree in veterinary sciences.
In 1979-1980 I completed a post-graduate course at the Faculty of Veterinary Medicine of the Agricultural University of Wrocław (currently the Wrocław University of Environmental and Life Sciences) on hygiene of animal products with meat processing technology.
I am a specialist in two fields, namely “animal reproduction” and “hygiene of slaughter animals and foods of animal origin.”
Professional career:
My professional career started in the District Veterinary Institution in Gniezno, Poznań Province where I completed my postgraduate internship (1 April – 30 September 1972) and worked in the period from 1 November 1972 to 30 June 1973 as Head of the Large Herd Farm Veterinary Centre at State-Owned Agricultural Farms (the so-called PGR) in Działyń and Head of the Large Herd Farm Veterinary Centre at PGR in Rybno Wielkie. From 1 July 1973 to 31 October 1975 I worked as Head of the Large Herd Farm Veterinary Centre at PGR in Szczeglin, Bydgoszcz Province. Since 1 November 1975 I have been working in the state administration in Mogilno, Bydgoszcz Province. In the period from 1 November 1975 to 31 August 2003 as Regional Veterinary Sanitary Inspector and later as District Inspector for Hygiene of Foodstuffs of Animal Origin. In the period from 1 October 1986 to 31 August 1989 I also served as Regional Veterinary Sanitary Inspector in Inowrocław. Since 1 September 2003 I have been a District Veterinary Officer in Mogilno, Kujawsko-Pomorskie Province.
In the years 1990 to 1999 I had also a private veterinary surgeon practice.
In the period from 1996 to 1998 I worked at Zakłady Farmaceutyczne “BIOWET” (BIOWET Pharmaceutical Company) in Gorzów Wlkp. as regional representative.
I have been awarded with:

Social activity:
- During my studies at the Faculty of Veterinary Medicine of the Warsaw University of Life Sciences I was a member of the Polish Students’ Association (PSA) and performed the functions of:
* Deputy Chairman of the PSA Council of the Veterinary Medicine Faculty of the Warsaw University of Life Sciences,
* Secretary of the Scientific Society of Veterinary Medics,
* Chairman of the Scientific Society of Veterinary Medics,
* Member of the Science Committee of the PSA Council of the Veterinary Medicine Faculty of the Warsaw University of Life Sciences,
* Secretary of the International Veterinary Students’ Association (Poland),
* Chairman of the International Veterinary Students’ Association (Poland).
- In 1988-1990 I was a council member of the Provincial National Council in Bydgoszcz.
- In 1989 I ran for the Sejm of the 10th term but failed to win the seat.
- In the term of office from 1990 to 1994 I served as council member of the Mogilno Town and Municipality Council.
- I was a member of the Polish Society of Veterinary Sciences.
- From 1 April 1998 to 26 October 1998 I was a member of the Supervisory Board of “BIOWET S.A.” in Gorzów Wlkp.
- In 1996-2000 I served as Chairman of the Supervisory Board of Powszechna Spółdzielnia Spożywców “Społem” in Mogilno.
- I was a Vice-President of the Polish Kennel Club, Branch in Inowrocław, for two terms of office.
- I co-organised the Meat Industry Museum in Sielinek (Wielkopolskie Province).
- In 1999-2001 I was a member of the Science Committee of the Meat Industry Museum in Sielinek.
- I was a member of the Organising Committee of Veterinary Chambers and Chairman of the Foreign Commission of this Committee.
- I was a member of a 61-member team of veterinarians developing the veterinary self-government.
- In the period from 1991 to 1996 I served as Chairman of the Council of the Bydgoszcz Veterinary Chamber in Bydgoszcz – 1st term.
- I continued to perform this function for the 2nd term in 1996-2001.
- In 2001 – 2005 (for the 1st term) I was Chairman of the Council of the Kujawsko-Pomorska Veterinary Chamber with its seat in Toruń.
- In 2005-2009 (for the 2nd term) I was Chairman of the Council of the Kujawsko-Pomorska Veterinary Chamber with its seat in Toruń and next in Bydgoszcz.
- As the only person in the Republic of Poland, I served as Chairman of the Council of the Regional Veterinary Chambers (in Bydgoszcz and Toruń) for a continuous period of 18 years.
- In the 2009 – 2013 term I was Deputy Chairman of the Council of the Regional Veterinary Chamber for cooperation with foreign countries and a member of the Presidium of the Council.
- In the 2009 – 2013 term I was a member of the Presidium of the Council of the Kujawsko-Pomorska Veterinary Chamber.
- In 1991-2009 I was a member of the Polish National Veterinary Council.
- In 1991-1996 I was a member of two Committees of the Polish National Veterinary Council:
a/. Committee of Veterinarian Workers of Veterinary Sanitary Inspection,
b/. Committee of Veterinary Administration Officers.
- In 1996-1999 I served as Deputy Chairman of the Polish National Veterinary Council.
- In 1996 – 2001 I was a member of three Committees of the Polish National Veterinary Council:
a/. Committee of Veterinary Food Hygienists,
b/. Committee for Cooperation with Foreign Countries,
c/. Committee of Veterinary Pharmacy.
- In 1999 – 2005 I served as Chairman of the Polish National Veterinary Council.
- In the 2005 – 2009 term I was a member of two Committees of the Polish National Veterinary Council:
a/. Committee for Cooperation with Foreign Countries,
b/. Committee of Official Veterinarians.
- I was a delegate to the 1st, 2nd , 3rd, 4th, 5th, 6th, 7th and 8th National Conventions of Veterinarians.
- I was a delegate to the 1st and 2nd Reporting and Election Meetings of Veterinarians of the Bydgoszcz Veterinary Chamber.
- I was a delegate to the 1st, 2nd , 3rd and 4th Reporting and Election Meetings of Veterinarians of the Kujawsko‑Pomorska Veterinary Chamber with its seat in Toruń.
- In the 2009-2013 term I was a member of the National Veterinary Tribunal.
- In 1998-2009 I was a delegate of the Polish National Veterinary Chamber to the Federation of Veterinarians in Europe and to the Union of European Veterinary Hygienists.
- In November 2003 I was elected member of the authorities of the Union of European Veterinary Hygienists with its seat in Brussels.
- I served as auditor of the Union of European Veterinary Hygienists with its seat in Brussels in the 2003-2005, 2005-2007 and 2007-2009 terms.
- I was a member of the Board for Veterinary Specialisation in the 1st term (1995-1999), 2nd term (1999 –2004) and 3rd term of office (2004-2008).
- I was a member of the Programme Board of a social and professional magazine for veterinarians “Życie Weterynaryjne” (Veterinary Life).
- I was a member of the Sustainable Development Council advising the Prime Minister of the Republic of Poland.
- I was a member of the Environmental Advisory Council for Rural Areas at the National Council for European Integration (15 July 2002 –14 January 2005).
- I was a member of the Advisory Council for Agriculture and Rural Development advising the President of the Republic of Poland.
- I was a member of the Association of Polish Engineers and Technicians in Austria.
- I was a member of the Board of the Association for the Development of Regions in Southern Poland with its seat in Żywiec.
ü I participated in international symposia as lecturer: Cremona (Italy), Jelgava (Latvia), Edinburg (UK).
ü I cooperated with the Animal Welfare Institute in Washington.
